Impossible to say anymore.  Given the sheer ranges of time from which Booster Gold could've gotten a little action going, his mother could be almost anyone from any time period.  With the continuity of the New-U and the connections between the varying time-storylines between the modern world and the Legion future still nebulous, she's anyone's guess.
 
Before the New-U, odds were in favor of a blonde (or another color carrying a recessive blonde gene).  Rip has a fairly extensive unorthodox education as well, which clearly didn't come from his father.  So who were DC's smart blondes in the old-U?  Power Girl springs to mind.  She has a history of working with Booster and managed her own tech firm for a long time.  This brings into question the compatibility of human and Kryptonian DNA, particularly when you consider how many failures Tim Drake had while trying to clone Superboy.
