I haven't read the JLA much recently, but wasn't Cyborg working a LOT with the JLA?  I know he rebuilt Red Tornado right?  Maybe they are adding to that making him a full member.  Maybe it has something to do with his role in Flashpoint, showing him to be a more prominent character.

But I am not sure about my Cyborg comment.  maybe his whole story is being rewritten so his helping the JLA now may not have anything to do with it.

Ray Palmer was the second to take up the name, Atom, and was one of many Silver Age reboots of golden age characters based more on science. Two others have taken the name after him but he has been the prominent of them in the DC Universe.
