Doesn't it depend on where they are? In the Avengers/JLA crossover, in the Marvel Universe, Quicksilver is faster, as the Speed-force doesn't exist there. But in the DC universe, because of the Speed-Froce, Quicksilver couldn't keep up.
And as of right now? Bart has the ENTIRE Speed-Force, and Pietro lost his speed power, so it's a no-brainer. :)

the Flash is faster without a doubt. Quicksilver is probably one of, if not the fastest person in the Marvel universe, but he is unable to do all the ridiculous crap that the Flash seems to be capable of, such as going forward in time and passing through solid objects.

When I hear "fastest person in Marvel", Aurora & Northstar, Silver Surfer, Sentry, Gladiator & other space people come to mind. Not in this order mind you, but that's what I think of.

While I haven't kept up with Bart OYL, I know that Wally was crazy faster than Quicksilver.

Well, until the 'secondary mutation' craze kicked in, Quicksilver topped out at like 200 mph, so Flash was way faster. Now, Marvel has upped the power levels on a lot of mutants and that put Quicksilver at about what the Flash used to be before the speed-force stuff became a big deal.

You're probably right in saying that Quicksilver is not one of the fastest. I have to admit that most of the stories I've read that feature him are in the Ultimate universe, where he is much faster than his 616 counterpart.

Yeah, Quicksilver still seemed to be visible when he was at top speed, whereas Northstar and Aurora move too fast for the human eye to see.
sigh I miss Alpha Flight.

The Flash is defenantly faster. Quicksilver is actually probably one of the slower speedsters in comics. Even when he got exposed to Isotope E (or whatever it was I can't rember off the top of my head)and got a boost in his powers he topped out at about the speed of sound.

The race you're thinking of was a qualifying race, they held a race later on, "Buried Alien" and The Runner were also competing and Makkari won.

Even so, you're right. If Marvel and DC were to hold a cross-company race to decide who was truly the fastest... I'd still say the Flash.
The race however would be closer than Flash vs. Superman was.

Ok but here is the question nobody is asking, If speedsters have a connection to the speed force but when they crossed quicksilver should have gotten a connection as well. now with the whole fastest man alive thing i remember the speed force vanishing didnt effect jay because he was a metahuman but quicksilver is a mutant and with the speed force could have been god only knows how fast. I think it was pretty unfair that the other speedsters got to use the speed force but quicksilver didnt. im not 100% familiar with the speed force but im guessing all speedsters in the DCU have some kind of connection with it.

I remember this being in a Wizard once, and as fast as Quicksilver is, the Flash is faster. I give this one to Flash.

Ok um i just read up on the speed force and remembered the ability that bart allen once was able to make speed scouts which is basically what quicksilver does now so thats just something to think about.
