The Russian agreed to work for him if he was allowed to have one final shot at killing the Punisher. General Kreigkopf agreed to this going so far as to blackmail the President of the United States to get the NYPD not to interfere in the Russian's fight with the Punisher. The Russian failed and the Punisher went after the General, going to Grand Nixon Island which was under the control of General Kreigkopf. The Punisher battled his mercenary army and ended up using a nuclear bomb to kill General Kreigkopf and everyone else on the island.
In the Punisher MAX series, General Zakharov was the commander trying to stop Castle during the "Mother Russia" story arc. He later goes after Punisher having a showdown with him in Afghanistan where the Punisher kills him.

George W. Bush let General Kreigkopf conduct his mission of field testing the Russian against the Punisher. After the destruction of Grand Nixon Island, the Punisher broke into the White House and confronted George W. Bush. He let him live since he was the President of the United States, but warned George W. Bush if he was ever involved in another plot to kill him he would die along with everyone else.

Hammerhead and Jackal sent Bushwacker to kill the Punisher, but Bushwacker failed and Hammerhead was arrested by the NYPD before the Punisher could kill him.
