I explained already. Did you read any of Tony's dialogue in Civil War?

Tony was trying to keep the American Government off the superhero community and keep the people they are trying to save, the American public..believing they are the heroes.Before Stamford,heroes did whatever they wanted.His gripe about that was how are people supposed to trust them when they have people they don't know running around as costumed heroes with no consequence for their actions? There's more too it but you get the gist.Tony explained all of this to Captain America before they fought.
