Puff Adder was recruited by Viper to infiltrate the Serpent Society to assassinate Voelker so that Viper could become its new leader. When he became a member he just became a stereotypical member of the Society, staying in the background. When the Society was brought down he evaded capture as he was not at the headquarters at the time.
