Good Question. I would say no. It seems that marvel is really limiting the number of Omega's. Also aside from the power boost has she shown any additional abilites that would warrant the OL tag?

During Necrosha, Colossus was concerned for Betsy's safety since she'd lost a lot of her TK.  However, she was still strong enough to knock him over... although she had the element of surprise. 
 
If someone has telekinesis, they aren't immediately Omega Level.  Her TK is weak compared to what it used to be.  Even when she had stronger TK powers, they were nothing compared to that of the Phoenix.  She couldn't manipulate matter on an atomic scale. 
 
So no... just a messed up character.  Not an Omega.

I like Betsy at a lower power level. She's always relied more on her physical prowess anyway....at least while inhabiting Kwannon's bod. I prefer characters that aren't godlike. It's why I've never been a big Phoenix fan....although she is privy to power corruption and mental manipulation which counts as a weakness.
