So now that he is no longer more powerfull then a locomotive, he has failed one of the requirments, and thus is no longer Superman.
Locomotive and a speeding bullet train are two different things.They never applied the old staying to the new supes in action comics.And he was able to stop it,which basically counts as being stronger.Plus his powers increase just like the smallville series.

Colossus hasn't to my knowledge displayed the strength to lift over 200 tons if even that.So no he can't really be put int the top 20.

Yes he can ko colossus,If he's in the glolden age superman level,he can lift cruise ships with ease.Since the golden age superman lifted a cruise ship in one of my old comics.
