I think the problem with the chart is the system you use is too simplistic. Technically these characters are part of an art, so it is really difficult to quantize their strength levels. These characters are are much more complex then the chart makes them appear. They have ranges of strength that very depending on whose writing the character and the nature of the story. For example, I always thought the Hulk was one of the strongest creatures in the Marvel Universe. He supposedly grows in strength and size as gets angry so most other superpowered beings can't defeat him unless they manage to calm him down. The chart makes in appear inferior to alot of characters like Thor. I haven't kept up with Marvel lately, but I did see a Marvel animated movie called Hulk vs. Thor. In it Thor clearly got his arse kicked along with the rest of Asgard. So basically based on that story alone, Hulk should be stronger then Thor. You might want to try using something other then a bar chart. On another note don't Comic Book based RPG (i.e. Video Games, Card Games) games do this for players already?

If they did comic book prices would rise and the quality of comics would decrease because the new company wouldn't have any serious competition. Fortunately, if they did they'd become a comic book monopoly and the US government would probably force them to sell parts of their company to competitors.

Now that you mention it, I just realize Icon really has a lot of potential.I mean technically he's as strong as Superman. All he needs is to distinguish himself from the man of steel and to get more exposure in the comic book world.

In Black Lightnings origin he is a metahuman born with electric powers, but he hides them. I think it's because he can't control them without a special belt he gets later on, when he first becomes a vigilante.  
 
The problem with his character is he's a famous athlete who previously competed in the Olympic Decathlon. Does the fact that he never revealed the fact that he's a metahuman make him a cheater. Even though his energy based powers don't  seem enhance him physically, there is always that question of whether his energy based power gave him that extra kick that made him such a great athlete.  
 
Does that make him a cheater and is this ever resolved in the DC Comics, at least to my satisfaction.  
 
On another note they do do a good job of explaining why Superman doesn't goto the Suicide Slums of Metropolis. For those of you who don't know, the major villian who occupies that part of Metropolis uses magic that effects the entire Southside of Metropolis.

Didn't he combine aliens in the last episode of Ben 10 Ultimate Alien? First he became Echo, Echo. Then he divided himself into three Echos, all with their own Ultimatrixx. Then the three Echo's used their individual Ultimatrix to become human. To avoid any confusion, he didn't shut off the Ultimatrix and turn back into a human, instead the three Echo's used their version of the ultimatrix to access human DNA from the database and turned into the ultimatrix version of a human being. Then in the final battle scene the three humans all used their ultimatrix to become an alien. One became Humongasaur, another Big Chill and the last became some other alien with seriously bad acid reflux.  
 
So technically he was able to combine Echo, Echo with another alien.

lol, Yeah but he's a Martian shape shifter so technically he can't be black because he's not even human. 
 
John Stewart would be great, but there's already a GL in the Big 5.

So I came across this post and I just had to reply. First off I think the original poster meant a black DC Comics hero who could be promoted to the ranks of the Big 5 and clearly when he meant big 5 he meant big 5 of DC Comics hero pantheon. So basically Marvel comics heroes don't count. Apparently, I'd have to be a hero that DC Comics is willing to promote to those ranks. I think Black Lightning has the best chance simply because he's DC Comics first black hero. I notice comics like DC and Marvel seem really interested in promoting their first black heroes. Marvel brought back Falcon for this reason for example.  
 
Another great new Black Character is Static AKA Static Shock, originally of Milestone Comics. He might be an even better choice then Black Lightning. he is a great choice simply because he has gotten alot of exposure via his cancelled Saturday morning cartoon on the WB a few years back. He's still getting exposure through reruns aired on other channels. Black Lightning has similar potential, getting exposure as Black Vulcan, but alot of that potential is lost because Vulcan is considered a different character.   Then theres Cyborg who has potential, getting exposure on the Teen Titan cartoon, but he is a such prominent member of  of the Titans team that it might not be right to remove him.
 
Steel is great, but the fact that he is derived from Superman's identity makes him a poor choice. A member of the Big 5 should have his own unique identity.  Also we have a few white heroes that they replaced with black characters like Firestorm. There's also Mr. Terrific, but he needs some work.  
 
For me it's between Black Lightning and Static.
