Okay, I'll take a swing, then.
Killer Croc: Instead of having a mutated freak from the sewers, we can have an actual crocodile on a chain and controlled by the main villain we'll call the Bush Bandit. He'll be Australian and he'll have Aboriginal warriors as his henchmen.
Solomon Grundy: How hard would it have been to have a Frankenstein like character on the 60s TV show? He could have easily been done, and the show was seriously lacking in any spooky episodes in the tradition of all the other 60s horror shows and movies.
Bane: He can either be a carnival strongman or a masked professional wrestler. Every tv show has had a wrestling episode at some point. It would have been awesome to see Adam West trading headlocks and doing a test of strength with a muscular villain.
Two Face: Never featured on the show, because his appearance would have been considered too grotesque for tv audiences of the day. Why not have had him wear a half a phantom of the opera type mask to hide his scars? Problem solved.
Scarecrow: At one point in the TV show, Shame used fear gas on Batman, Robin, and Bat Girl. It was less of a psychological exploration of their fears and more of them poorly acting as "fraidy cats." How could he be inserted into the tv series? Maybe another horror themed character who, along with his henchmen, dresses up as various ghouls to scare people so that he can commit robberies. The episodes involve Batman being the only one suspicious of the monsters not being real and doing enough detective work to eventually unmask the Scarecrow at the end of each episode.
Poison Ivy: There were some very enticing vixens on the 60s tv series. One who could even hypnotize men to do her will by emitting a piercing vocal range talent. And there was even a plant themed villain named Louie the Lilac portrayed by Milton Berle. Maybe if Milton went drag, like he liked to do, we could have had a Poison Ivy character.
Harley Quinn: Everyone's favorite criminal sidekick. If you're a fan of the 60s tv series, you'll remember many of the female henchpersons employed by the classic villains. Many of whom had a personality kind of similar to Harley's and a few who sounded a lot like Harley, believe it or not.
Clayface: Special fx were lacking back in the day, no cgi, really before good puppetry and animatronics, so it would have to probably be a guy in a horrible looking costume, but not if you think of the clay or wax in another way. Maybe a mad curator of a wax museum who is able to somehow bring his creations to life. In this was we could have Batman & Robin having their own "Night in the Museum" facing off against all sorts of different type of henchmen characters through out fantasy and history.
Ra's Al Ghul: I'm not sure if an eco terrorist type character would have caught on that well back then. Maybe if we implied that this seemingly sinister character with a heavy Eastern-European accent might be the legendary Count Dracula then it would fit in better in the series. He has a lurch type bodyguard and is trying to woo the caped crusader with his beautiful, vampire like daughter.
