Everyone in Croatia and Romania are cyborg zombies under the control of the PHALANX artificial intelligence due to the T/O virus. Warsman has launched his Hellspores, which are basically massive floating death machines also automated by the PHALANX. He's given the remaining countries of the world 24 hours to surrender before he launches more T/O missiles and enslaves everyone else to the PHALANX. Meanwhile, Baron Wulfrihtg is doing what Nazi scientists do best by splicing open anything that he can get his hands on.

The Baron had no intention of retreating. Wulfrihtg stood up despite having been decked with enough force to knock a normal man unconscious. With no difficulty in his demeanor or posture, he calmly addressed the cyborg as his power supply slowly drained to a pathetic 1%.
