"Okay, from what Wikipedia has to tell us, Spectre had no name in the silver age, And Neil Gaiman suggested in his works that His name was Raguel. this was however retconned in the modern age spectre comic, where his name was stated to be Aztar, and was an angel who sided with Lucifer in the rebellion, but later repented.
"
Which still doesn't explain where "Raphael" comes from.

"oh, I just learned of a Neil Gaiman comic "Murder Mysteries" where there is an angel known as "Raguel" who is described as "the Vengeance of the Lord" and I was wondering if he was supposed to be the Spectre or not?
"

Also, I believe Raguel is the name given to the angel of vengeance in Book of Magic.

Prior to the Modern Age, though, he wasn't actually given any kind of status as an angel.  He was just Corrigan's other identity.

Dormammu says:

"Isnt god in the DCU called the Presence?"

Yes.

Alpha says:

"The Spectre is to the DCU as The Living Tribunal is to MU. He is only second to his master. DC keeps going back and forth about his role. Sometimes he is judge of the universe then he goes to just being a avenger of injustice. "

And sometimes he's really weak and other times he has power beyond understanding. In the 80s the guy could hardly do anything, now he can turn people inside out.

However, The Spectre obviously has to be brought down a couple of pegs during a company-wide crisis, or else the event wouldn't be anymore than an issue long:

Villain- "I'll kill you all!"

Spectre- "No you won't."

END

Is the name "Raphael" from the Neil Gaiman series "Books of Magic"? Because everything I've read established his name as "Aztar", and this change was a bit confusing to me.

Well, there's always God. But, otherwise, they've set him up, in his modern incarnation, to be all but invincible. It's always taken a team effort to do him in.
