Regardless of versions, I go with Batgirl any day. Harley only has some showings of extravagant fighting skills, but again they are very inconsistent. Batgirl kicks Harley's 'can' 9/10 occasions.
This battle depends on who delivers the killing attack first.

Jason probably takes this. He 's a bullet dodger. Frank's never been that agile, and he's getting old. In hand to hand Jason's training puts him ahead of Frank's abilities too.

Yeah, I would say Red Hood is just a bit better than the Punisher in hand to hand combat. And yes, I agree with both of these posts.

Because iif what has been said about surfer so far is true, He'd grab quicksilver and they'd finish the race first. End of story. Exactly.
Silver Surfer is millions of light years faster than Zoom could ever travel. A blood lusted Silver Surfer finishes this battle before everyone even starts the race.
