Sometimes he can take Daredevil and Elektra in hand to hand at the same time.  Sometimes a wounded DD can beat him.  Sometimes American Eagle has better fighting skills.  At least GA was a brawler, turned into a ninja and has slowly been reverting to his non ninja status since Winnick left the book.  Give him a couple years and ignore Winnick's run and he'll be fairly consistant.  Bulleye's hth skills are just all over the place.
