A random person has been given Yoctosecond reactions and speed to match. He also has durability to survive moving at that speed. Who can beat this guy, only rules being that : He can hit them at the beginning of the battle, the person is damageable(i.e no Juggy), no toons force, and no Zoom(either one). Figure it out.

People keep saying thousands of years like it means something. A guy who has been empowered this much isn't gonna be the most skillful guy in the world, even with tons of experience. Add in the fact that he's gonna feel a slight change in how he fights due to lowering of speed and reflexes makes this a win for Luke Cage.
