Batman's a rich guy with toys. And his gadgets, while advanced for the real world, might as well be stone tools in the context of Comic Book World. In Comic Book World, Tony Stark's gadgetry lets him fly at supersonic speeds, fire magic "repulsor" rays, project magic "force fields", and bestows godlike strength. Reed Richards throwaway afterthought gadgets defy comprehension. And Batman has batarangs and a grapnel gun. And a car. His car doesn't even fly. Batman doesn't even fly....he's called Batman and he doesn't fly. But he can beat anyone because he's the best at everything in the whole world of all time. He's the best fighter, the best tactician, the best detective, the best escape artist, the best chef, and he can play guitar better than Eddie Van Halen and Jimi Henrix combined. Absolutely hateful character.

He uses primitive tech because he doesn't want to kill. Tony doesn't mind killing his enemies, Bruce does.
One story I really thought interesting was Batman developing an EM shield that would repel bullets. However, when he used it and the bullets deflected off of him and killed an innocent bystander, he decided he would never again use something like that, that if someone was going to be in danger, it was going to be him.
Batman has also invented superpowers several times (not to mention power suits). However, the more powerful he is, the most dangerous his enemies will act in trying to hurt him. Look at what most of Superman's villains. They hurt innocent people because that's the only way to hurt Superman.
I agree with some of the things you say, like why doesn't Batman invent a jetpack instead of flying around in the batjet, however, I feel like those minor things don't detract from the objective of Batman.
Battle threads assume that Batman kicks off those restrictions... and he's shown himself to be quite capable when he's going up with a world destroying level threat.
