@babydarkseid: Surtur needs that Eternal Flame or something to be at his strongest. When Thor took his Crown he didn't have the Flame. By the end of the movie Surtur had the flame and was clearly much stronger, so taking off his crown would be much harder. I don't know if pure raw strenght is enough to defeat him in that state. He threw Hulk away like he was an ant.

@babydarkseid: I thought about that, but it is possible to think in many ways other than him being defeated. Maybe he loses the crown when he accomplishes his goal or something. Anyway, taking the crown from him at full power must be a much difficult task than when he is weakened.

Thor took the crown when Surtur was weakened. We don't know if it is possible to do it to a full power Surtur.
