Id have to agree somewhat with JonSmith.

How about with the new take on Penguin, from the Arkham city and those newer comics? Does it still leave him in the sad villain?

Id think he is at least be a middling villain.

I think he wasn't a horrible pick for this comic, he seemed grotesque and had a good purpose.

I didn't like the name and how he looked to similar to King-pin, but still he isn't that bad.

Penguin: Is evil and anyone who hurt his pride will pay, but he does it while staying safe from the law. He is as I would say Lawful Evil, and is really cruel.

Chris Nolans batman costumes are my favourite. Its very modern look it also provides very good functions. And its based on military grade armour. Thats cool.

I'd say Cobblepot aka The Penguin,

He is a criminal genius and can do the most drastic things and still be safe from the law.

He is totally sane and dangerous.
