You're probably sensing a theme here.

Untold tales can be fun because you can get stories that aren't tied down by current storylines. Especially with Batman now moving into Batman Inc. some people might just want to see good old Batman. 
But sadly, the reason Batman Confidential sucks is just because it sucks. Very rarely does it pique my interest and I'm all for untold tales. Batman Confidential just does a terrible job with that concept most of the time. Lovers and Madmen was great because it retold The Joker's origin in the best way I've ever seen, especially after that god awful 'flashback' in The Killing Joke. and #49 told a great one-shot story that honestly could've happened any time in Batman's history. But other than that, most of Confidential sucks just because it sucks, not just because it's pointless untold tales.
