Toby - Andrew's Peter Parker was too cool, attractive, and popular to be a Peter Parker. Plus that scene where he throws the football after the no look catch and he bends the uprights. No one bats an eye at that. I'll put up with Toby's emo hipster jazz dancing Peter any day of the week over Andrew.

When Joker died he became a Black Lantern and has been hiding in the shadows. He is reanimating people he kills to charge his ring and using them as puppet Joker's wearing his face. Joker and his puppets are trying to find Harley. So in their collective insanity they keep making more new Harleys hoping one will actually be the true Harley. The true Harley with her psychotic love of the Joker has been picked out as a Star Sapphire. Harley is now using her powers to hunt for the real Joker.
