He binded them with the help of the other Exemplers He may have developed the machine to hold them  But he needed help to defeat them "

I looking closer at Doom

WIth prep he could develope Doombots and even super-powered beings that could resist anything that the Kree and Shiar have  
I didn't consider his methods 
T'Challa wouldn't go as far as to subject his people to what Doom would
