This team of exiles will be versions of some more popular characters that Arcade has a personal vendetta against. After killing one or 2 of the same character from different worlds, he will move on to characters he thinks are the most entertaining. He may even start adding villains to the team to make them function even more poorly to decrease lifespans of his playthings.
