No, alot of people say Rocky's the best, not just because he finished undefeated, but because he was, in fact, awesome. Power, stamina... he was like a lion going out from a cage... 
Ali was awesome too. And it is always hard to make comparison. In 10 years the world of the boxe changed (and keeps changing) alot... Different training, different food (and medicine), different kind of people approaching this sport. So, I think is impossible to make a serious, believable comparison, with a certain ending. 
The fact that Marciano finished undefeated is undeniable. Ali losed vs Frazier on the 1971, but is also true that the history of Alì is really hard and complicated.  
Two legends, that unlucky for us, never faced. 
On my personal blocknotes, I have Marciano-Alì-Tyson (the first one), then Foreman, Louis, Frazier, Holmes.
