Storm's powers are really about sensing and manipulating energy systems. Planetary atmospheres are complex energy systems in which chemical, electromagnetic/electrical, wind/convection currents, pressure systems, thermal, kinetic and potential energy systems coalesce. That's why her powers are so adaptable and have such broad applications because energy systems exist omniversally.
In planetary ecosystems, she commands patterns that shape the lives of organisms and global environments thus giving her her Earth link. Abiotic factors such as water, rain, wind, sunlight, pressure, temperature literally shaped and continue to shape biotic factors (plants, animals, bacteria, etc) and the formation of celestial bodies. Earth's is the energy system that is native to Storm and that really defines her. I theorize that if she spent more time in outer space and on really exotic environments, her connection to intergalactic energy patterns would expand substantially. An interesting point to consider is that the boundary between a planetary atmosphere and outer space is not really strictly defined. So, her connection could theoretically be more expansive while inside a planetary environment (especially if she were flying in the upper atmosphere e.g. using a solar wind in a high altitude aerial battle). In any event, her access and variety to the effects are as varied as anything as the universe this one or any other) has to offer.
@PassionFlower: i really think she does both things at the same time i.e. generate an updraft for flight and re-balancing the surroundings wind currents. it may work in a recycling way by using the air to fly and then replenishing the normal state to generate the environment that she used to generate the updraft. Nature does this all the time. Animals breath in oxygen and breath out carbon dioxide and plants use carbon dioxide in the atmosphere from animals to regenerate oxygen and make their own food. Storm's powers seem to work in much the same way.
