In Daredevil #13, we are told that New Attilan has not only signed a treaty with New York(whether with the city or the entire state as a whole is unclear) but said treaty gives the New Attilan Security Service jurisdiction over murders involving(whether as victim or perpetrator presumably) its citizens.
I am aware of the "miracle exception" in comics but doesn't this defy common sense?- firstly only the US federal government can sign treaties(according to the US Constitution) and secondly, if "location, location, location" is the most important thing in movie making, then surely "jurisdiction, jurisdiction, jurisdiction" is the most important thing in law enforcement. If a Briton is murdered in New York(or commits a murder), then surely the NYPD and the State of New York has jurisdiction rather than the Metropolitan Police(I once watched an episode of CSI:NY in which a Spanish cop flew to the Big Apple to investigate the murder of a fellow countryman-who was also a family member- but had NO power to take part in the investigation per se- in real life of course NO self respecting police force would allow its officers to take part in the investigation of a murdered family member).
