I think in the end LT wins by default due to the fact that we don't know the full power of the phoenix force. We can’t say the WPotC can command the full power of the PF, We can say she is one with the PF. This doesn’t mean by default jean has all of the PF power, dues to her having so little feats outside of the normal stated.
This brings up again Avatars are not as strong as the PF, they have mortal bodies. We don’t know if Jean now in her WPotC form has this limitation or not.
Saying the PF is not a multi-universal being is ridicules, she created it. There for she is. You can argue if she is Omnipotence (pretty sure it is) or Omniscience (most likely) because we don’t know if the PF it’s self can see or do anything it wants, once again nothing really said as of yet.
This brings up duties LT is the judge of all that is and does just that, just not so much anymore. PF duties are a bit more vague and I say that because we don’t know much about it outside of progressing life forward and getting rid of what doesn’t work. The way Marvel has written the PF and stated by the watcher “its power is second to TOAA”. This does not mean that its power may or may not be bound by what the TOAA will allow. Meaning it might be able to destroy LT but TOAA will not allow it.
So to scans and statements on beings of this size. LT is one being that uses nothing else but it’s self to do it’s work. The issue with the PF it’s power is almost always seen through Avatars, Which makes it look weaker then it most likely is. These tend to lead the argument in “Vs. PF and so and so”. All in all the statement of “Has Power second to TOAA” is the end all be all statements but in truth we really don’t know.
