Frank is far tougher then Deadshot without a doubt. Also he is arguably the toughest guy in Marvel. Characters with HFs don't really count. Although surviving gunshot wounds to the chest is impressive. It isn't as impressive as this...
First a stab to the chest. Followed by a stab through the arm and a cut to the throat and face. Then he loses an arm and still continues to fight.
Shoots the finger off a good distance as you can see.
Hits an in motion Spider-man
Shoots Spider-man's web shooters after reloading mid-flip and hanging from a flag pole one handed.
Once again. I am not saying Frank is better than Deadshot. Just that they are about equal.

As for the blind-folded feat:
Show Frank doing shots like this blindfolded.
Tagging Spider-Man isn't much compared to the feat of him tagging a Mach 5 speedster so I don't know why you keep bringing it up. Floyd's tagged & even killed speedsters, however.
His two miles shot isn't that impressive. He had a completely clean shot on him the entire time. Deadshot's done better.
