After escaping the Raft and joining Heroes for Hire. William Cross had obtained enough money to develop new mind control tech to gain interest of Wizard. After working together and perfecting the the mind control technology, they began selling smaller and weaker versions of the device (that only would put suggestions into victims) to any bidders. Crossfire and Wizard amass a vast fortune from villains and legit companies alike with their mind control tech. To avoid any unwanted attention from other villains and heroes alike, they began to hire other villains who they knew and had worked with in the past and that they both could could trust. Well as far as villains can trust each other. They hired the Wrecking Crew as muscle to do any dirty work such as if a bidder for any of the tech never paid up as well as using Crossfire's Death T.H.R.O.W.S. to help the Wrecking Crew and for recon.

This new Black ops syndicate began a 6 month growth in power. gaining members such as The Wrecking Crew, Whirlwind and Black Mamba. Hydra and A.I.M. both became very interested in Crossfire and Wizards work. Hydra sent out Madame Hydra to be their mole and steal all info on the technology as well as future tech that they were working on. Crossfire and Wizard played with Madame Hydra to give her false sense of security and eventually used a experimental ultra sonic neuron distorter and transferred suggestions making her think that she should works for them rather than Hydra. Madame Hydra gave a situation report to Hydra that the syndicate was no more and had been taken out by S.H.I.E.L.D. Now they could work in secret from every organization. They later recruited a ex member of the Masters of Evil :Black Talon to finally form Abyss.
