I don't think the symbiote can. From what I can tell, the symbiote needs to make physical contact with the host in order for it to bond with him/her. And as long as Bobby's encased in ice, there's no way it could touch him
What they should do is use one of the backstories you see when you create you character's profile (Psych Profile stories). That could make for a better structured movie than anything else
