@princearagorn1: Scaling shouldn't be too hard, but it can be shotty at times. Also sinced Pica reshaped the island before shots become almost irrelevant.
With the statute being modeled after Pica a full body shot will also help. Based of this scan he's easily Kuma, Moria height & most of his body is above his waist.
This shows the island before If it's necessary for anyone to follow along. First thing to note Dressrosa is an island country. So it isn't necessary to level the whole island to be considered a city buster, as that would make the characters island level.

The Royal Plateau was lowered but the colosseum wasn't changed in height, the reshape isn't all bad. Going by the above picture the original Plateau was 3 times the height of the colosseum. Now the Plateau can be no higher than 2 times the colosseum. Which can be further established with scans below.
Moving on to Pica statute. Pica emerges from the first and second level leaning forward.
And even more shots of the statue upper half being at least the same height of the second level, all before he stood up, & with that leaning forward. From the looks of it the Plateau sees the statue at an identical height.
But that changes when standing up, the flowerfield sees the back of his head, and the second level would see the lower back. Keep in mind we're not sure how much he's moved away in these panels & how much his height changes while lumbering to the plateau.
The Plateau should see his lower stomach or waist. And considering Pica's design that is most of his body.
Now Zoro cuts him at the waist, below that is Pica's hips.
