More likely it has something to do with his powers being subconsious so his mind makes the tatoos take effect.

Ultimate Iron Man's been...okay. Ultimates 3? Where the heck is the latest issue that was due out in March? It's embarrassing to the others when you look at how good Ultimate Spider-Man has been. Because Bendis is writing, that the only reason I have any sort of faith in this. But I don't know if I can really say I'm overly excited about some of these top 10 reasons. Maybe if I don't get my hopes up I'll be surprised and impressed."
UFF is to sporadic with it's good stories. The Thanos arc was great and we can't forget te marvel Zombies.

Hum, it comes from Silver Surfer : Requiem, so I think it's only valuable for this issue ^^ By the way, you're true : I don't think Rogue can absorb Silver Surfer's powers because his silver "coat" must protect him against this kind of power. Too bad : I would like a Rogue with Cosmic Power ^___^ Touching hair is enough ? I didn't know."
In Requium it is just the future of the Silver Surfer. Not cannon in the actual events but still on content.

Well in the panel there is someone who looks like an Eagle, rogues has wings and grey skin, Dazzler had a wierd light on her sholders and Nightcrawler has these wierd lights in his hands. Any ideas?
