NO. No matter how RIDICULOUSLY OMNIPOTENT/GODLIKE/OMNICIENT/IMPOSSIBLE a foe is... when matched with Batman, it's a no win scenario for that guy. It's just so damn fun to see how Batman can actually still win. He's a survivor, and that's what he'll always do: Survive.
Hmm.. making Dredd win seems boring as it's the easiest of wins. Always remember that Batman is a tactician... he'll never take on someone he know's he can't beat without making a backup plan or two. He'll probably study Dredd's tactics and produce a countermeasure that would grant him a big advantage over battle.
Hmm... kinda hard to label it as THE definitive Batman story... but it's definitely up there with the greats. For a safe answer.. I would like to call it ONE of the greatest Batman stories ever told. If you're new to everything Bats.. Nolan's trilogy is a sure great way of introducing yourself to the mythos:D
