@MightyMODOK: Bigger (while no doubt a thing a sequel would attempt to accomplish) doesn't equate with better. Also, I think Scarecrow could definitely hold his own as an Arkham leading villain, to answer that question.

Batman: Gotham City

Riddler could be a great main antagonist. then there's the whole Azrael thing. The son of the Joker, harley quinn, and making it all of Gotham a lot more stuff

ALSO

they could introduce the Talons and the Court of Owls

there's a lot they can do, dont worry

I hope they continue to focus the series on Batman and move the story into all of Gotham. From the various storylines they had set up throughout Arkham City, I believe most fans would be very disappointed if they choose to leave those plots unexplored. Personally I hope they incorporate more of  the Bat-Family into the actual game, such as Robin, Nightwing, and Batgirl.

There was tons of set up for a big return for Scarecrow, introduction for Hush and potential for some other villains to return... Personally though, I don't think they need to one-up the running theme much more than to just have Gotham City a complete open world environment instead of the quarantined corner Arkham City was in... I wouldn't be surprised if Black Mask had a bigger role in the next game either.

I have been thinking about this first, I thought it was kinda silly but now I'm thinking that it could be pretty cool.

About to write this: Numerous rumours have stated that Rocksteady are working on a prequel which will focus on Batman's first encounter with the Joker, and the Justice League will be involved. It will apparently take inspiration from the Silver Age, though presumably it will be "darker" to fit in with the tone of the previous games.
