In his own title series there was at least one issue that had him way in the future knocking off hawkman incarnations, had a throne made of their skulls and bones. He hadn't aged that I could tell. So in that case I would say he is an unaging immortal if that is what you are looking for.
As he has been "killed" and come back to life more than once I think it is safe to assume he is that kind of immortal as well.
Could we even begin to understand the inner workings or the encompassing overview of such a mind? I don’t know.
If I had to take a stab at it I think it likely that he is like a chess master taking into account every move he will make and the responses that could be elicited by his actions and those he interacts with carried out into the future as to how they relate to a desired goal. Another likely analogy is he looks at people and events like billiard balls and how when he sets one in motion it will play off the others, where those others will end up and how they will play off each other to the point of how the table will look before his next point of contact. I think he always has a plan and backup plans and back up to the back up plans to an insane amount of contingency.
I don’t see him as a gadget inventor as he needs to have known quantities in his plans and untested items would leave him vulnerable to their failure.
