OK - why does he have horns? 
And.. . is he some kind of Viking?. . . no wait . . . cyborg with Alien tech? . . . no, wait . . .  he is an ex-marine and uses his special ex-marine. . .  . . .what the hell, man. . . give me one concept to keep up with and run with it . . . 
 
It is like someone ate a Cable comic, a Sgt. Rock comic, the Longshot Mini-series, and a Thor comic . . . then threw them all up together . .  come to think about it, the sound the person probably made when they threw up was "ma - GOG!!!" 
 
Serious.   The character worked as a foil in Kingdom come . . . mish-mosh "edgy" guy that was so silly, it made Superman go   "Really, people?  Fine . . you want him, you got him . .. I am going back to the farm."  Now he has got his own book?    
 
(At least Bill Willingham & Sturges had the good sense to boot him from the JSA Post-Haste!)
