Joker by a landslide. I do think Scarecrow is strong enough to resist or neutralize Joker's laughing gas, but I doubt he'd bother using it on Scarecrow.
Doom recently took down Hulk by himself without prep.
If you're talking about the Avengers episode, Doom did have prep. He was waiting for the Avengers in his castle and knew he'd be dealing with Hulk. That being said, Doom stomps.

Iron Man and Reed Richards both speculated that the Sentry is the most powerful being on earth...even before he fought the Hulk.How would they know that if they don't remember meeting him? It's ridiculous.How could there be speculation that someone was a Herald...Galactus made a reference to someone who was like Gladiator,doesn't at all mean it was him.How and the hell don't you know though who finds planets for you to eat? Gladiator doesn't even have any similar characteristics to any Herald.
I disagree with Reed and Tony. There are plenty above Sentry on earth.
if Doom has Beyonder's power and High Evolutionary is an abstract, then Kang should be allowed to have his time abilities to make it more interesting. :)
All have one year prep and access to all of their technology, except time travel. Battle takes place on a giant, abandoned planet with earth's physics, gravity, environment. Who wins?
