vegeta needed whats his names magic to go super saiyan 2, he couldnt reach ss2 without a boost...couldnt reach super saiyan 4 without another boost to his power by his wife....i say he has super saiyan 3 powers and all but because he skipped it, he cant get a another chance to find that form...idk

scorpion would win but if you think about it Quan Chi is a good fighter and could put some spell or something on him
