@justthatkid: Actually Hulk was the first MCU character, not IM. Also while Cap is the leader in combat and what not hes not the "poster boy" of the team and not even an original founding member. IM on the other hand is and always has been the face of the Avengers and a founding member.
Superman just happens to be both the team leader and face of the team. Cap is more like Aquaman or WW type character where hes the combat leader.

While it's true that GL probably can't react to a blitz from Supes (But I'm conflicted because he's deflected lasers after they were fired) With 3 hours he can set up some some traps to even the odds
While Gotham is the most obvious answer I think it's worth noting in Nightwing's old series it was said anything too depraved or disgusting for Gotham ended up in Bludhaven and that while in Gotham the corruption rose from the streets upwards in Bludhaven it trickled down from the mayors office. So bearing in mind that Bludhaven was created to be Gotham but Sh*tier I'm gonna go with Grayson's turf.
