Well we will get Goku SSJ4 vs Goku SSB in the one of the early episodes of the the first arc, The Prison Planet Arc, of the Dragonball Heroes anime. To answer your next question yes SSB is stronger. We also get Golden Cooler if anyone is interested in him still.
Universe 11 had their big three and Universe 7 had four or five top tier fighters. If Universe 11 had more top tiers would they have won with say just four or more?
I think they should. First off after the ToP we see how weak most of the Universes are. They exempt universes seemed impressed by MUI Goku and Jiren. This made me feel they do not have fighters on that level. Secondly there just aren't many characters in the current multiverse 1-12 that are a match for Universe 7. Even Universe 11 who were hyped to be a challenge had only three top fighters while Universe 7 had four or maybe five. Unless they missed strong fighters due to rushing to get fighters for the ToP within 40 hours or fighters that had outside power sources which was against the rules.
Not way to say for sure, but they did seem impressed by Goku and Jiren. Going by the other Universes it looks like they don't have fighters on that level.
