Awesome news.  Would love to see the Surfer and Thanos duke it out...particularly now that Surfer is powered up.  Of course, this is Thanos' show...so there may not be much of that...but it's fun to dream...

Surfer has defeated the Hulk, several times in the past...let's get that part out of the way.  However, the obedience disk was causing the Surfer to act against his will.  The Surfer and Hulk are friends and always have been for the most part.  They fought together on the Defenders and share a common "alienated" feeling from the population of earth...largely being feared, misunderstood...or both.  When the disk was busted, Surfer was able to exercise his own will, which was to not harm Hulk.  Of course, by then, Hulk was amped and the tide of battle, at that juncture, had decidedly reversed.

I don't know that Silver Surfer can defeat all the characters mentioned above...but he may be able to beat some.  I mean, as everyone knows (I assume everyone knows....), SS received a serious power up from the big G a few years back in the Annihilation arc.  Now that he is back in the service of Galactus, he does not interact much with the Marvel universe.  However, during the Annihilation arc, Ravenous a being considered the Surfer's equal was dispatched easily after SS's powerup causing Ravenous to ask, "what are you?" to which the Surfer responds, "you have no idea...".  Also of note, SS manipulated the energies of the "Crunch", power source for ancient demi gods Aegis and Tenebrous...against those two, destroying them (and almost himself in the process...) and causing Galactus to exclaim, "inconceivable...".   
 
More recently, Beta Ray Bill, the equal of Mighty Thor in strength, battle prowess and overall power, was beaten like a small child in his own mini by the Silver Surfer.  Now let's visit that concept for a moment.  Mighty Thor had previously always bested the Surfer when the two met.  The Silver Surfer can still amp his strength to even higher levels, like the Hulk, therefore, effectively making him limitless in strength.  The Silver Surfer, for all intents and purposes, in virtually invulnerable.  The Silver Surfer can fly through a meteor storm, zipping in and out without being touched... effortlessly.  He can see in molecular detail, or see light years ahead of himself (a skill required for one who flies at multiple speeds of light...).  He is a telepath...though not in the same league as someone like Xavier...but he has to exercise effort to not read someone's thoughts.  He can endure without effort extremes in temperature encountered in outer space...the heat of the hottest stars or the cold of absolute zero in the depths of outer space.  He can manipulate matter on a molecular level and transmute elements.  He can cause his physical form to "phase" through solid matter, effectively making himself a ghost.  He can see beings who hide behind the different spectrums of light.  He can detect energy "signatures" from light years away of living beings or inanimate objects.  He can alter his size or the size of other things.  He can absorb unbelievable amounts of energy...of seemingly every kind...including the energy of Oa, which he did during the Green Lantern/SS team-up.  His board responds to his mental commands...responding much like another part of his body.  He can even use it as a projectile for offensive purposes.
 
When examining the list of Surfer's powers, it's not a matter of what the Surfer can do...but what he can't do.  Which isn't much. 
 
So, over rated?  I don't know about that.  I suspect he is actually underrated by people who just are either, a) unaware that he is that powerful/versatile in power...or b) who would rather not acknowledge that he is that powerful....or otherwise, are just not familiar with his power set.  No question, Ion, Monarch, Ganthet and Darkseid are the elite of the DC universe in terms of power.  But seriously...considering the Surfer's aforementioned list of powers, it might be more appropriate to ask, "Is it impossible that the Surfer could challenge the four individuals listed above?"

Surfer solos this one.  Surfer was powered up four years ago by the big G.  He is scary powerful now.   
 
Team Marvel vs team DC?   
 
Team Marvel slaughters team DC.   
 
Surfer takes out Supes...almost everything Superman can do, SS can do better.  And with the recent power up, much better.  SS dispatches Superman very quickly.
 
Thor takes out Wonder Woman.  I see Thor a little stronger than WW.  Also, Mjolnir gives Thor a big advantage. 
 
Black Panther and Bats?  Actually, I see Batman as superior to T'challa in H2H combat.  Ninja vs what?  Quasi-gorilla style?  Also, Batman's tech is a big advantage.  But once Bats beats BP, what does he do?  Kick Thor in the shin?  Heh...

For conspiracy theorist's, one might say Thor was deliberately powered down.  Long time Thor fans have noted his powering down, particularly since the Quesada regime took over at Marvel.  Go to the Marvel boards.  Those guys are up in arms over what they believe to be a systematic de-powering of the god of thunder.  Even I have to admit, Thor now is not as powerful as classic Thor was in the seventies when he flourished in the seventies and early eighties.  Of course, that was the Lee/Shooter era, two guys that both endorsed Thor as Marvel's most powerful superhero.  Matter of fact, it was Shooter that said no to the first suggestion from DC and Marvel do a crossover where one of the battles would result in Thor losing to Superman.  Of course, Shooter was labeled, "Difficult to work with...".  I would just say he had the guts to say no to the man of steel.   
 
The Odin force is listed on Marvel's website as being an endless reservoir of both mystical and cosmic powers, which augment all of Thor's natural powers...if Marvel's current Siege series is to go down the way they want it to, then it only stands to reason that the Odin force is now poured into the repairing of Mjolnir.  There would have been no other excuse for Thor to lose to the forces that teamed up on him in Siege #2 (which also has many on the Thor boards really upset...).  I guess I'm saying that if Thor had complete possession of the Odin force during the Siege event, it would have made the writers look silly for Thor to have lost.  Period.   
 
Will he ever get it back?  I'm not so sure.  Tom Breevort is the one that, with Quesada's blessing, OK'd his loss in the JLA/Avengers crossover.  And everyone knows how big a Superman fan Busiek was (is...).  My personal opinion?  Thor is on his way to becoming a B level powerhouse.

Nope.  Never been a Guardian.  Been a part of Guardian stories in the past...but never a part of team.  With Adam Warlock on the team, I don't know that Guardian would have room for two around their level of power.

I suppose the real question is, "what would motivate such comments?"  I don't like a lot of characters, but I don't run around posting hate threads about said characters...if questioned about them, I'll give my honest opinion.  But to go out of my way to post something negative like the above?

Well...he appeared in the updated The Official Handbook of the Marvel Universe recently.  I'm also hearing rumors that he is appearing in the near future.  He also recently appeared in a (???) What If ? where he was whipping the Red Hulk.  I heard rumored over at Marvel.com that Marvel was going to focus on only two heavy hitters this year...one is the Sentry and the other, I'm guessing is Thor, because of his upcoming movie next year. 
 
After that, I expect to see more of the Blue Marvel.
