If you mean strictly from the marvel universe than there aren't many. Franklin Richards is one, Morg could beat some of them, Thanos, maybe Gladiator could beat a few.......... really there aren't many. oh also professor x couldn't beat the surfer. he has telepathic powers as well and xavier can only effect the minds of people in a 500 mile radius of himself. Surfer has no such restrictions. plus he can travel at warp speed and professor x would never know what hit him.
Much as I hate to admit it Superman would win unless he foolishly allowed them to land a powerful attack like full power galick gun but he could win if he wanted to.
@Johnny_Blazed: Beaten badly yes but never killed except by goku and he's the only one who could pull it off. Superman has no moves like that only brute force and that will never be enough to kill Buu. even if Buu were never able to land a blow Superman simply can't kill him.
I'm a huge marvel fan and the surfer is my favorite character but i'm sorry to say that Gogeta solos this. Buu could beat Black atom but not the surfer.
Dude c'mon that's taking away Goku's most powerful ability. That's like taking Superman's super-strength away. Goku ordinarily wins hands down but without his transformations he wouldn't.
In several cases it is stated the the Watchers possess power slightly lower than Galactus's but greater intelligence. I'd say the stronger Watchers (like Uatu) could beat pretty much anyone Galactus can beat except for the very close ones like Tyrant.
I'm a huge fan of both these guys but I have to say the Silver Surfer especially because of him matter manipulation abilities. (he can turn Apocalypse to stone or any other substance) plus just like Apocalypse, Silver Surfer can augment his strength to rival the Hulks.
Good fight but Silver Surfer takes it hands down. He has all of Dr. Manhattans powers except self-duplication but makes up for this in overall superior strength in pretty much every category, and being a far more experienced fighter,
@Scarecrow4: Galactus has telepathy he could find out more about Superman than Superman knows about himself. Not to mention Galactus can travel at warp speed without the aid of his ship. There's no way Galactus wouldn't see him coming. and even if he didn't Galactus's exoskeleton is virtually indestructable and he could just turn Supes into a piece of kryptonite. Superman couldn't even beat Galactus's herald Silver Surfer let alone himself. Silver Surfer matches if not Surpasses Superman in every category.
