I would like him to return and be the hero that he was always meant to be, no more cowering in fear of the return of the void and running away, but he should put his guns up like a real hero start throwing his weight around like a real hero.

Yes to Multiple Avengers teams. Different teams to take on different threats. New = street, mighty = cosmic/multidimensional, secret = black ops, and one adjectiveless team led by Steve filled with a mix of up and coming heroes, as well as old vets, and reformed villians, and their mission is just to take on the job of one of the other team if the other team can't.
