My understanding is that the Endless are ideas/abstracts which are sentient and can manifest themselves into beings. Shuma on the other hand is still a distinct being, though a very powerful one. Which means that theoretically, Delirium still holds power even in realms that are under Shuma's dominion, and every other realm besides them. It just seems to me that the Endless are in a whole 'nother league in the hierarchy of power.
Draconequus Physiology: Discord's powers stem from being a Draconequus, a being who's sole purpose is to cause chaos.
Magic: He (Very casually, everyone pretty much automatically accepted it as fact.) was stated to be beyond the comprehension of the 2 Celestial Alicorns, who, up to the appearance of Discord were considered to be the undisputed most powerful things in existence. He was able to get in and out of Celestia's safe without her even noticing and by her words (Keep in mind, she's a god) only she could open it.
Reality Warping: He can treat the sun and moon like yo-yos, he turned the roads of Equestria into soap, he turned clouds into cotton candy and the rain into chocolate milk. He can even control organic matter and even the bodies of sentient beings.
Telepathy: He caused an entire world's people to become mindless embodiments of chaos. He's able to implant his thoughts into other's heads and remove their own thoughts as well.
Time Travel: Self explanatory.
Shape-Shifting: His form has no limits. This also gives him Intangibility and Invisibility.
Toon Force: 4th Wall Breaking, communicating with the audience. etc.
Weaknesses:
Good: He is unable to affect strong embodiments of good, and the only thing that can defeat him (Only momentarily, I might add) is the most powerful force of good in existence. The Elements Of Harmony.

Well Mxy is far beyond anything you've just listed for Discord.
Hell for that information you posted about Discord he shouldn't be on Odin's level let alone Mxyzptlk's.
