I always saw Shadow King as her nemesis.

She needs someone who can match her in physical power. Really another female. I swear she wouldn't have any shortage of villains in DC. I think they would have really showed up "the house of ideas" when it comes to building this character. @Slight has some great ideas in Storm's fan page here on Comicvine.

They (DC) have just as hard a time finding worthy/decent foes for their female leads as well, it's one of the reasons Wonder Woman has a hard time keeping a title :( 
Being on a team doesn't give the creative team much room to make her a personalized opponent.  I think she needs somebody more her equal, Callisto could have been good if she had more going for her........Moonstone could be a good opponent for her.

Yeah Shadow King has been one of her main enemies, but in all actuality....No creature is truely worthy of the GODDESS! ;P

I'd say she shares Shadow King with Prof. X to a certain extent but I don't think a character should just be created to be her arch nemesis. 
 
Maybe I'd list Emma Frost as the White Queen.

I'm not really clear on why the Shadow King specifically targets her, though. For all intents and purposes, she's a normal person with superhuman powers - not really like Charles whose ideology clashed with what Shadow King believed.

This is a good point and a much needed addition to Ororo's development as a character. Shadow King is a good choice (loved him in WAP) and has a history with Storm since she was a child but is too predictable of a choice, Candra was powerful and could have been an option if she were alive, and Callisto was cool  but they are friends (at least from their last interaction), and I really liked Khan and I hope they bring him back ( I doubt he is dead). He was stated to be Storm's equal, at least physically and mentally, and there is some potential for good stories if he returns for revenge on Ororo.  
 
I'd like to see a nemesis with powers who is as powerful or slightly more powerful than Storm, and someone she could fight in h2h.....kind of like how Sabretooth was to Wolverine and Shadow King is to Xavier, but it's hard to think of an existing villain that is more equal to her....either they would annihilate her or Storm would utterly annihilate them. I'd like an opponent for her that has either an elemental power or has powerful magic (so she has to explore that part of her heritage :-) ) so they would be a match for her with power, has formidable h2h skills to be a challenge for her (i.e. - Khan and Callisto), and is a cunning opponent who is intelligent to match how she thinks (i.e. - Khan).

He wants her powers over the the elements to take over Africa and rule it with a iron fist.....then the world!  Farouk claims that Ororo " was promised to him"  Storm isn't just your average "superhuman",shes a vastly powerful mutant with the powers of a  true goddess. weather manipulation =epic win,massive chaos and destruction  for him.Besides he still spites Storm for turning against him as a young girl supposedly running off during his fight with Xavier   >_>

i chose Selene.. she is similar yet very much different from Ororo.. both were worshiped as Goddesses before, but Ororo got over it and swore to protect life claimed that no living being has the right to enslave another.. Selene on the other hand sought power and played with mortal lives for thousands of years.. Selene being immortal and a powerful sorceress would be nice plot for Ororo to venture on her mystical heritage..

I think Exodus and Haven are worthy foes of Storm.

I still feel that the most exciting battle if a battle between Storm and Magneto

I don't much about Exodus and Haven, but I would think Storm and Mags would be good; however, Storm has never been shown to really be able to take him in a group, so I doubt one on one would work in her favor. Also Apocalypse at her current power set would be too much for Ororo.
