These are the characters I most want to see included in the MCU who have not yet been officially confirmed to appear. Excluded are characters whose film rights are held by Fox, since it is improbable that their appearance will be possible in the foreseeable future.
Where? The upcoming Inhumans film. While Crystal's appearance is extremely likely, no casting or plot details have been revealed for this film.

Where? In his own Netflix series, of course!
Where? Maybe introduced in Guardians of the Galaxy 2 leading into his own solo film.

UPDATE: Maybe-kind-of-sort-of. It's unclear whether Sony's upcoming Black Cat and Silver Sable film will be in the same world as the MCU.
Where? I want to say Avengers, but he might be better in a Netflix series.
Where? In a Spider-Man film. It would be great to see him as a villain turned ally of Spider-Man.
Where? Spider-Woman needs a solo film.
Where? I think a Netflix series would be preferable to a solo film to really flesh out her character.
Where? I think he should be introduced in an Avengers film in a manner similar to how Scarlet Witch or Vision were introduced.
UPDATE: Maybe-kind-of-sort-of. Nathan Fillion has appeared as Simon Williams in some materials in connection with Guardians of the Galaxy 2, but it remains to be seen if this will pan out.
Where? Obviously, this guy needs his own solo film.
Where? As the antagonist in a Thor film.
Where? Needs his own solo film but could be introduced in another cosmic film first.
Where? Maybe introduced in AKA Jessica Jones, leading into Defenders.
Where? It's gotta be the Avengers for this girl.
Where? Eventually, Defenders but introduced in another Netflix series or maybe just as Hobie in a Spider-Man film.
Where? It would have to be as the primary villain in an Avengers film, possibly a series of Avengers films like Thanos.
Where? Agents of SHIELD would be a good introduction, eventually Inhumans.
Where? Echo should start out in Daredevil and eventually Defenders.
Where? In a solo Netflix series.
