Jay has actually perceived people moving in picoseconds and ran through the time stream in attoseconds, Superman being able to keep up with him is an outlier since Jay showed himself to be faster than Superman Blue who's a lot more powerful than base Superman. Wally has also said that himself, Max Mercury, Jesse Quick, Jay Garrick and Bart Allen are the fastest BEINGS on Earth; that would include other superhumans like Clark, Adam, Billy, Hal, Kyle etc. I guess Jay blitzing Prime along with the other speedsters could also count towards something since he killed Golden Age Superman and badly injured Post-Crisis, he was only able to counter the first blitz from the speedsters but had to fly away from others. Jay being able to blitz Black Adam alone should be enough evidence to put him above Superman since Adam and Clark fight evenly most of the time.
