If you could give any power to any superhero/villain what would it be and who would you give it to?

Personally i think i would give Catman the power to shape shift

Batman and Catman are dropped into the game preserve planet with two elite predators but Judge Dredd as noticed and is going in to kill everyone

1. morals are off (batman is really the only one with morals)
2. only Judge Dredd gets prep time (3 hours)
3. wins by death only
