I'll go with Storm, either way. I cannot recall Surge ever blitzing anyone with her speed and Storm's lightning has impressed me more than Surge's.

I haven't seen anything impressive from Lester when it comes to H2H, though it is likely I may be missing feats because my knowledge on him isn't the best. However Lester absolutely dominates when it comes to being at range but the OP is made so that he only gets two sais for his equipment. That would mean that he's far too limited in his equipment and he'd be forced to go into CQB. If this happens I believe an armed Catman would beat Lester, because of his showing with Batman. No, he's not on the Batman level, but I do believe that he's sufficiently skilled enough to win against Lester. The question is whether Lester is good enough to pull off a ranged shot with the Sai and KO Catman before it comes to that.

I know, but Hulk rarely experiences pain for much longer than a few seconds. An open wound is seriously going to p*** him off.

You're making it out to be something much bigger than it is. He's not going to get pissed enough. For this to actually matter, he'd have to be subjected to a long fight where he get damaged enough, he's not going to go all flarking bonkers at a superficial cut.
