Actually with the Red Skull there's a precedent for that - Schimidt disappeared after WWII so the Soviets decided to capitalize on his reputation and gave the identity to Albert Malik. He likewise fought an anti-Communist doppelganger of Captain America.
In terms of publication history, both the Red Skull and Captain America of the 50s were Stan Lee's first attempt at reintroducing the characters and were intended to be the original characters. Sales were lackluster so Marvel ignored their existence until Steve Englehart retconned them as imitators.

Man, Gordon is a jerk. Doesn't anyone remember the number of people Clark has helped? The number of times he's helped save a country or the world? If this is what he gets now that he's vulnerable I hope he just walks away from humanity when he's back to full power. We truly don't deserve him. He should let Lex have the world.
I think Nolan's Gordon would toast you and say Supes is the hero DC deserves but not the one it needs right now.
