100% the opposite. I will never stop being disappointed that Angela Bassett wasn't cast as Storm. She exudes a poise and strength that I've always admired. Halle Berry looked like a wig on a girl. Bassett would have been a goddess.
You know what? I'm OK with this look. If someone were to try and make a cyborg cop today he'd probably wind up looking more like this than the 80s version. This is what modern aesthetics says is cool and futuristic, so that's what Robocop has to evoke. If there's any vestige remaining of the old social commentary, then an overdesigned look for superficial marketing effect can be part of the text of the character.
Only two things bug me and they're right next to one another. First, the gun looks dumb. It looks like they're trying to evoke a revolver by bulging the slide on an automatic, which seems pointless to me. Hopefully I'm misreading it. Second is his pink, vulnerable man-hand. Robocop is supposed to be a nigh indestructible walking tank of a man, to the point where showing his mouth in the old movies seemed odd and incongruous. However, he could still punch through a brick wall with either hand. This Robocop might have super strength in his left arm, but if he's walking around with an exposed normal hand he remains weirdly vulnerable.
